Does an under-age child (a minor) have to be present at the time of collection of the card?

The child from whom the fingerprints were taken must be at the time of application (child over 13 years old).

When a residence card has been issued to a minor under 13 years of age by the date of its receipt, the card shall be collected by his legal representative or guardian.
