What about persons who entered Poland under the visa-free regime after 14 March and after that date their declaration was registered. Can they still work legally after the end of the declaration? Does the extension also affect them?

cont. question. What does the expression "in such a situation a foreigner may take advantage of conditional legal residence and submit an application for a residence permit in an extended period" mean?

The stay in the visa-free regime shall be prolonged until the 30th day following the date of cancellation of the epidemic emergency or epidemic state, depending on the last one, only those persons who were in Poland on 14 March 2020 under the visa-free regime. If the entry to Poland took place after 14 March 2020, and you have not submitted an application for a temporary residence permit before the expiry of authorised period of stay in the visa-free regime, i.e. during the period of your legal stay, you will still be able to apply for a temporary residence permit. In accordance with the special legal regulations introduced on 31 March 2020 and 18 April 2020, the deadline for submitting an application for a temporary residence permit has been extended until the 30th day following the date of cancellation of the epidemic emergency or epidemic state (the last state that was in force). The phrase "in such a situation the foreigner may benefit from a conditional legal stay and submit an application for a residence permit in an extended period" - means that your stay from the date of termination of your legal stay under the visa-free regime will be still considered legal, but on the condition that you apply for a temporary residence permit until the 30th day following the date of cancellation of the epidemic emergency or epidemic state (the last state that was in force).

If the end of the period of work indicated in the declaration on entrusting work to a foreigner falls in the period of an epidemic emergency or a epidemic state, announced because of SARS-CoV-2 virus outbreaks, the foreigner may perform work specified in the declaration for the benefit of the entity that submitted the declaration, in the period or periods not covered by the declaration, until the end of the 30th day following the date of cancellation of that state, which was last in force, without a work permit. This also applies to declarations registered during the epidemic, i.e. after 14 March 2020. If on the date of expiry of the registered declaration, the epidemic state or epidemic emergency will continue to be in force, the foreigner will be able to continue performing work specified in the declaration for the employer who submitted the declaration. However, the condition of continuing employment is a legal stay in the territory of Poland.
